Kathryn M. Warren practices primarily in governmental and public institutions law, working closely with elected and appointed officials throughout the Metro East on legal matters affecting municipalities. Her work includes drafting public policy and ordinances, facilitating economic development, advising on contracts and public funds, prosecuting ordinance violations, and ensuring compliance with FOIA and the Open Meetings Act.

Before joining Lashly & Baer, P.C., Ms. Warren served fifteen years as a prosecutor in the Madison County State’s Attorney’s Office, including as Chief of the Criminal Division. She oversaw all criminal prosecutions and personally handled hundreds of serious felony cases, from homicides to complex white-collar crimes, earning a strong record of trial success.

Drawing on this courtroom experience, she advises other firm practice groups in all stages of litigation. She is active in multiple bar associations, has presented continuing legal education for prosecutors and judges, trained police departments on the SAFE-T Act, and regularly volunteers as a judge for the Illinois Bar Association’s High School Mock Trial Competition.

Admitted in Illinois and Missouri, Ms. Warren has represented clients in trial and appellate courts, as well as before administrative agencies and boards. She is also a Certified Hearing Officer in Illinois. Kathryn Warren earned her J.D. from University of Illinois College of Law.
