Melissa A. Vighi has dedicated her law practice to the representation of public entities, charitable institutions and business organizations in municipal administration and governance, economic development, public facility construction, improvement and management, mixed-use and cooperative transactions, business and operational matters, and tax-exempt financing. Melissa has extensive experience in governmental, commercial, and mixed-use projects involving acquisition, sale, construction, redevelopment, renovation, financing, zoning and intergovernmental conflicts, sovereign immunity, insurance and risk allocation, leasing, easements,  other property rights, and property  management, operation and use.

Melissa earned her J.D. from Saint Louis University School of Law.

  • Counsel to library districts in taxable and tax-exempt financing transactions; the purchase, sale and leasing of library property; cooperative agreements for construction, development and use of real estate by multiple public agencies and private entities; and donation of property
  • Counsel to school districts for the sale of multiple former school sites; construction and renovation of school buildings; joint use cooperative agreements with public, private and charitable organizations; intergovernmental agreements; purchase, leasing and licensing of buildings and grounds for public purposes; public financing transactions; and historic preservation contracts to promote redevelopment of historically significant property
  • Counsel to transportation agency in acquisition, lease, easement and utility relocation transactions for transit services; joint development of garage, plaza and parking uses with private, public and educational organizations; sale of excess property; and acquisition and assignment of riverfront rights
  • Counsel to issuers and borrowers in tax-exempt financing transactions for major renovation and improvements involving libraries, light rail mass transit, school district projects, hospitals and nursing homes, and leveraged lease financing transactions with governmental clients
  • Special counsel for the rehabilitation of local bridge through cooperative agreements, deed restrictions and transfer of jurisdictional control which allocate ownership, construction and use for public property
  • Counsel to community improvement districts in creation, re-establishment, financing, governance, operation, leasing, cooperative arrangements and grant projects
  • Special counsel to nonprofit corporations in the financing, development and rehabilitation of real property improvements using local incentives
