Kathryn B. Forster practices in the areas of governmental agency, education law, and corporate law, with an emphasis on public agencies. She has advised school districts, public libraries, and public transportation agencies on issues relating to contracts, procurements, governmental immunity, constitutional law, construction law, cooperation by governmental agencies, interstate compacts, complex financial transactions by public entities, use of public funds, employment matters, and compliance with federal, state, and local codes and regulations. Ms. Forster advises her educational clients on student searches, student discipline, rights of disabled students, access to student records, religious worship, sexual harassment, student dress codes and Internet usage by students. Ms. Forster has assisted her public entity clients in the review and drafting of internal policies and regulations. In the area of corporate law, she has prepared, reviewed, and negotiated purchase and sale agreements for commercial properties; and reviewed title and survey documents, insurance commitments and policies, and drafted residential condominium declaration and bylaws.
